Description: Instead of being moved when an outpost upgrades into a city, ransacking units are lost.

Reproduce by having an army ransacking (or just standing on?) a neutral outpost when it changes to a city.


Expected Behavior: No way should an outpost be able to become a city in the midst of a ransacking, much less wipe out the army doing the ransacking.  At the very least, the army should be "repelled" and moved to the nearest free tile.  It's game-breaking to lose an important stack of units this way.
