Playing SP game on standard-size map, normal speed, and nation difficulty, with three continents and six players.


After playing through the industrial era as the French, I entered the contemporary era as the Japanese. By this time I have had 100% in my capital city, Haojing, for quite some time, and it has had access to the same resources and been connected to the same territories for some time as well. Soon after advancing to the contemporary era, I built the Japanese emblematic district in Haojing. Immediately both my food rate and projected stability fall through the floor, and no amount of tinkering with the build queue or pop allocation remedies that.


I tried the following fixes: (a) hitting next turn; (b) reloading the save; (c) rebooting the game; (d) verifying game files; and (e) rebooting my PC. None fixed the problem.


Hovering over the tooltips for food and stability show some startling math, with 20-30 districts somehow generating -900 stability and 52 citizens consuming 549 food.


Particularly bizarre to me is that (a) the description for the Japanese emblematic district led me to expect a normal stability hit and no effect on food, and (b) this effect did not occur in other cities that completed the emblematic district on the same turn (or soon after, as I did end the turn to see if my capital would stabilize but it did not).
