Title: [PC/Steam, v1.0.10.1877-S10 (64-bit Standalone. build: 199330] Paid Wages Civic Not Working
Description: When looking at the stability of an occupied city I don't see a +20 from Paid Wages

Expected Behavior: There should be a +20 from Paid Wages granted in Occupied Cities

This was apparently a Known Issue 4 months ago. Why was it not fixed in the Bolivar patch?

Unfortunately, as much as I want to like the game, I feel like they're just not able to keep the amount of bugs down to a tolerable level. I get that it's difficult so no hate, but I just don't really get excited about the game because it's always going to be too buggy to really become my main game.
