I'm trying to complete Holi Event achievements and encountered a bug regarding Holy Sites. After choosing a new tenet I don't get a new Holy Site available to build in City Panel. I'm not sure if this is related or not, however, a few turns back before choosing the new tenet I conquered an AI city which has a placed but not completed Holy Site. After conqering the city I'd finished that Holy Site two turns before selecting new tenet.
