As the screenshot shows, I upgrade my Outpost to City as Mycenaeans, without any Infrastructure, and create a Scout.

I noticed that, all the LT (including Mycenaeans, Russian), Infrastructure (Armory, Conscription Center), and Public Ceremony (Parade) that add Experience when creating Units have this bug.

This bug not only adds Experience to the new-created Units, but also level Units from "Veterancy = 0" to "Veterancy = 1".

However, it will NOT level Units from "Veterancy = 1" to "Veterancy = 2".
