All other religious wonders provide 40 stability. (20 from being wonder, 20 from being holy site)
Does this wonder have only 20 on purpose, for balancing reasons, or is it an oversight?
Also, I noticed that the wonder building cost is not discounted by Religious Rites civic (30% off). (4200 on slow speed is the normal cost for a classical era wonder)
So maybe the actual problem is that the wonder is NOT considered a holy site. (even though it provides the faith bonuses)
