not a bug. I guess it's a design issue. Forced blue AI to surrender and then filed a gold complaint, but it pops up a window and wants me to declare war on it. Estimate that there are only three soldiers left in blue AI, no territory anymore. 

I just think AI is irrational. Does this mean that if you intend to trigger technological victory, you can't file a diplomatic complaint? 

If I want to try the game in non-survivor mode, it's boring.

This AI has a personality bias ("prideful") that causes him to refuse all demands he receives. The AI doesn't normally act like this. So yes, the personality traits that this AI has makes him "irrational" I guess, but that's something that you can change. Just pick personas who don't have the prideful bias and you should be good.
