Description: 

On occasion, when firing a large number of nukes, the game will get caught up on a particular silo. The nuke will not launch, nor will it destroy anything, but will block the silo from further usage. Saving and reloading, or loading the autosave from the beginning of the turn when the nuke was supposed to fire but didn't causes it to become in a perpetual state of firing and never go off, but by reloading, it allows for other nukes to be fired from the same silo, retaining the Schrödinger's nukes in the silo as well.

Steps to reproduce: 

I am not sure entirely what caused the hang up, but in firing a large number of nukes on this large map with a large number of armies moving around, some of them got hung up and didn't fire when processing the new turn.

Attached screenshot is launching a third after 2 such reloads from failure to launch. When looking through that save file, you should be able to see that it is not the only silo that has gotten caught up in firing.

The link has a save file from 2 hours prior and from when I took the screenshot; these are labeled 'choices' and 'death' respectively. I also added the diagnostics that should correspond.
