Thought I'd report this issue, though it is not a bug, in case people run into it, because I could not google any How To instructions to get around it.
If you signed up for the Bolivar Beta, and the Humankind entry in the Steam client is labeled "Humankind [bolivar_beta]", the final Bolivar release and the Latin America DLC *will not* auto update in Steam! Do and Do Not Do the following:
1) Do right click on "Humankind [bolivar_beta]" entry and select Properties, select Beta;
2) Select the "opt into" dropdown list;
3) Do Not select "rollback"! Humankind will also NOT auto update from the Humankind release version you used before installing the Beta. If you did rollback you will have to "roll forward" to the Beta again to proceed. I magically "rolled forward" back to the "Humankind [bolivar_beta]" by some process I can't replicate here. So just Don't Do It.
4) Instead Do select "None" in the dropdown list. After closing Properties the autoupdate will begin! When finished, launch Humankind and verify Bolivar release version 1.0.12.2591 in the Start Game splash screen.
There may be a Humankind/Steam interoperability and usage bug or two in there, recommend that the Humankind team investigate this. Hey, I do software technical support for a living!
