I was being a salty neighbor and ransacking an outpost that was being built up. Had two dudes on it and an AI declared war on them owner of said outpost that hasn't finished yet, has the infinite symbol on it and a turn left on my guys destroying it. They lost the war and their only city, the outpost that hasn't even finished immediately becomes a city and I lose the dudes standing on it. I know I've reported this long ago and doubt this will be resolved, but could I at least keep my guys when the AI cheats in a city?

Sack a developing outpost

Have the owner lose all cities and territory

watch a city appear

attempt to locate the missing soldiers

It's petty I know, but this happens too many times and it annoys the life out of me.

The attached file is the save on the turn immediately preceding the event.

Hello!

We were able to reproduce the issue using your save. It seems to be cause by the Zhou becomming the Vassal of the Phoenicians and therefore signing a Non-aggression Pact treaty with your Empire.

Since you should't be able to ransack the outpost anymore, the rasack action is cancelled the next turn and is allowing the Zhou to build the city. It is an issue and we'll investigate a solution.

Thank you for taking the time to send us this report!

I didn't agree to any non-aggression, how come I don't get a say in this? The idea was to kill them completely  If that means war with their overlord make that a decision don't just unilaterally kill my dudes. Peace is a unanimous decision, if one dissent then there is no peace, why does no game understand this?

Also after I submitted it I noticed they were a vassal, I razed the offending city and the two from their overload out of spite. I'm a verdictive person, it's a problem I know.
