When replacing a district, the ui tip only seems to take into account the district yield lost, not the yields of the tiles it is exploiting. I would like to get recommendations based on the full consequences of a replacement, not just a part of it.
In the example I get a recommendation to place a new workers district right on the farmers district, but it only shows a -1 food, while in reality it's going to be a loss of -14 food because of exploitation tiles lost. Save file added for quick testing.
And I would certainly hope the AI doesn't use the same system to replace districts, because that would very inefficient.
