city stability low, even though total stability is positive

Just started a new game with the bolivar update, and the 2 expansion mods.

I can captured 2 cities from the AI, but those cities seems a little bit bugged ?

1- I get strained stability, even though I have huge amount of stability.
2- the exploitation that was built by the ai doesnt pop up in the list of negative stability


Im guessing that maybe its just all the negative modifiers that are not showing?

That's not low stability, but it shows as 'Strained' because there's not a lot of wiggle room to work with, City Stability is described as Strained if it's above 30% and it becomes Settled when going over 90%. Unless you're telling me there's some surplus Stability from Civics and LTs that should appear and doesn't?

Sorry for the late reply;

This might be my lack of knowledge in the game, but I would assume, logically, that if the total gains of stability is more than 0, it would move upwards, not downwards.
Currently in my screenshot we can see I have a total of gains equal to 40+35=75

And we see 0 losses of stability.

So why is my stability moving downwards (80% > 75%) ?

That is the reason I posted this as a bug.

I hope my explanation makes sense.

Oh, okay, it's moving downward because it was at 80% (or higher) and the total is 75%, so it will start moving toward new total.


Most likely the reason it changed is because you moved up or down one of the ideology path, the more centrist they are the more stability they provide, if you go left or right they start providing other bonuses, but first give you less and then no Stability.

I think there could be several reasons to it going Negative,
one of them being a quarter in the city, maybe also some caused by civics...

But !!!
shouldn't all modifiers be visible in the stability preview?

They are, 40 base value + 35 from Ideology - that's why I think you went left or right on one of the paths, it would be 40 from Ideology if you stayed roughly in the center for each.

Gotcha, I think I just didnt understand how stability works in that case.

DNLH has got you covered for why your stability fell slightly: It looks like you slide on the ideology axis, which would your "Stability from Ideology" from +40 to +35, resulting in a small drop.  You understand that.


I want want to give a quick addition that "Surplus" is a different term, used when your stability target is over 100%.  If you had, say, +40 Stability as base value, +40 Stability from Ideology, and +40 stability from Luxury Resources, that's a total of 120 stability.  Because a city's active stability can only vary from 0-100, you're considered to have a "20% Surplus" when your bonuses (minus penalties) would bring you to 120.  That's "free stability", so feel free to do indulge in things that cost stability, like building more districts.
