When we place a harbour on a strait (water running through, land on both sides), generic harbours appear on both sides. It looks pretty nice!

When we place EQ harbours on a strait, they have to go on one side or another because they have a distinct "shore facing" side.  Can those EQ Harbors always be attached to the side of the strait with that territory's plaza/centre in it?
