After capturing and holding Athens (but not gaining ownership of it; the war is not over), I'm immediately getting civics backlashes.  I don't think civics backlashes should occur on occupied cities until those cities are ceded to you as a part of your victory.

Then your new subjects are allowed to complain about your laws. :)
