Bug description 

Playing alone, entering into Classical era with Mauryans, using "Cultural Blitz" ability:

- I can select any of my territories, even when they are already in my Sphere of Influence

- I get a crazy amount of influence (4320 for 80 gold). This is totally insane and brakes the game balance

Steps to reproduce 

Open "Cultural Blitz" option, and select any region (such the capital, or the administrative center that is just north the capital)

Expected behavior

Firstly, territories already in my sphere of influence should not be selectable.

Secondly, the amount of influence earned shall be reasonable

The influence gained from this ability follows from the formula: (Number of adjacent territories +1)^2 * Era^3 * 15.

You have 5 adjacent territories (I believe they have to be in your sphere of influence to count, not sure though) which yields (5+1)^2 * 2^3 * 15 = 4320.

So the influence gain works as intended, but I agree that it is poorly balanced.

That you can use it on territories that are already in your sphere of influence is apparently not intended, but I don't know for sure.
