Founding myths and legitimacy not unlocking

According to the wiki, "founding myths" and "legitimacy" should unlock at 5 population. In most games it unlocks the turn I entern the ancient era, since I ALWAYS have more than 5 scouts. So clearly this is not meant to be 5 pop inside cities (it always unlocks before I get that). However, in about half my games it is not unlocking at all until a bunch of turns go by, and I have no idea why. This only started happening after the Ibn Batutta update.


I'm attaching a save file as an example: according to the agrarian era stars I have 7 pop, but no civics have unlocked.

How do you see this? They're the first 2 civics to appear so I can't see the criteria in-game.

Hi DrCron, thank you for your report.


As shakee said, the value for the trigger is 8. There is indeed a bug in the tooltip and encyclopedia. Obviously, you need a city to unlock civics.
