I am stuck on turn pending indefinitely: I have tryed saving and realoading and do different things like declaring war, breaking pacts, etc. Nothing has helped so far. I don't have any mod installed and the game is up to date.

I do believe the ai is trying to build districts in a territory but it is full and that action is causing the bug: that's what I did understand from the logs anyway. I am attaching my save files and the logs.

I hope you can track down the reason and fix it, it was kinda annoying to restart the game :(
