Description: One of my vassal's units has been parked on one of my train stations for several turns, making it impossible for my units to use it. When traveling long distances, my units will still try to use the train station, then tell me they can't go anywhere. I have to move them one space at a time to get them around the station. The vassal has not moved her unit in several turns.

The vassal unit is the dark green Conquistador highlighted. It has been standing there for several turns.

Here you can see my units still attempting to travel through the blocked station. The only way to move them south is to stop next to the station and then move one space at a time around it.

To reproduce: Open one of the save files attached and attempt to move an army past the station in any direction.

Expected behavior: Even if the vassal's unit is going to move through my territory, they shouldn't stand in one spot for this long. And if the path through the station is blocked, my units should find a different way around automatically.
