Wondering if this is a bug or intended...salted beef of Argentina makes all units -2% upkeep so with 50 of them all your armies are maintanance free (you literaly pay them with beef and they are happy to serve).

But not Pilots. Don't know if they are all vegans or do not have time to eat while mid-air but upkeep reduction does not work on aircrafts (like American's Lightnings). So my question is: is this intended or is it a bug?
