To work around Shared Project Impossible to Complete, I'm trying to ransack my vassal's territory so I can take it over. I wasn't sure whether this was supposed to be possible, but the ransack dialogue makes it look like it is. But when I select the ransack the army makes noises like it's going to do something but then actually doesn't move or anything

Reproduction:

1. Open save Cannot Ransack.ctr

2. Select army "Eastern Cavalry"

3. Select ransack

4. Hover over "Scythian Neapolis"

5. Tooltip "Confirm tile to ransack" pops up

6. Click

7. Army shouts "let's go" or something like that

Expected behavior: army moves to Scythian Neapolis and begins ransack

Actual behavior: army shouts about doing stuff but does nothing

Also happens with an administrative center

1. Open save Cannot Ransack.ctr

2. Select army "Eastern Cavalry"

3. Select ransack

4. Hover over the administrative center for the territory directly to the south

5. Tooltip "This action might destroy a trade route. Confirm tile to ransack" pops up

6. Click on the admin center

7. Dialogue pops up prompting confirming the ransack since it will destroy a trade route

8. Click "ok"

9. Army shouts "let's go" or something like that

Expected behavior: army moves to admin center and begins ransack

Actual behavior: army shouts about doing stuff but does nothing
