[PC/Steam] splitting an army does not cost a move for the unit that gets separated

Edit: The issue seems to be only in the water.

Above: Start of the turn army of 4 ready to move. the Phoenicians have 3 moves on the water.


Above: the highlighted army of 2 shows the correct maximum range but, as you can see, the two units that I split have been able to reach one more tile.

In order for us to fully investigate this issue we need your last two auto-saves, and any other saves you think may help show the problem. Your saves are by default located:
-PC: \Users\[username]\Documents\Humankind\Save Files

Phoenicians Turn 33 start of weird moves.ctr


sadly my last two autosaves related to this issue have long been overwritten, but I do have a save from the first screenshot, so just before I split the army. 


to reproduce: 

  1. move the whole army two tiles
  2. select one scout and split it, it should then be able to move to a fourth tile
