Steps to Reproduce: Open each file and compare the stability loss per turn in any one specific city (Caral).

Expected Behavior: <Censor Forfeiture> is expected to have total -40% of stability loss per turn, which means -3. But shows -5.

Steps to Reproduce: Open <Base> and try either <Censored Arts> or <Free Arts>

Expected Behavior: <Censored Arts> = -4, <Free Arts> = -8, But all are same -5 (no change)


EDIT) After test, I found this bug happens only when stability is going down. The attachment below (Sipar-Caral) shows exactly what happens. I removed <Forfeiture> and switched to <Free Arts>. Now you can see Caral is losing -5, while Sippar gaining +8. Caral's loss should have been -8.
