I built 1 Makers in the SW.

I select Ebuda Research Quarter.

The tooltip doesn't even account for the extra 3 production that will be lost from the Makers in the south.

The recommended tile placement is right over the Makers.

I'm sure that it's difficult to weigh all the FIMS for ideal placement, but it definitely needs to be improved.

Overwriting districts should lower the value.

Stability should also be valued lower.
