I have an army in one of their outpost territories.

Next turn

They attach the territory and trigger a grievance right away.

Also, grievance location is my capital instead of the territory were trespassing is happening.

Hello!

It is by design for the AI to trigger grievance once it attaches the outpost to his City.
If the AI has only grievance to you, the location that it leads you is the territory were trespassing is happening.
If this grievance changes to a demand, then the location that it leads you is your City to which the demand is.

I would say the grievance should trigger after you have a 1 turn chance to pull your units out of their newly attached territory.

But if it's a design decision to trigger unexpected grievances, fair enough.
