I didn't include this information because this looked like something not requiring reproduction. This is clearly a content string somewhere and I'm suggesting you could change the wording slightly. If it is unintentional behavior that this event could trigger because of conditions within a single city, then I'm happy to provide a save file and build number. Note that getting the build number requires exiting an in-progress game, which makes it more painful to include it. I'm not going to install software for screen recording just for this bug which is perfectly adequately captured by a screenshot though.

As someone who also receives bug reports, I am sympathetic to the desire to consistently get the necessary repro information. The current process for collecting this though is super manual and labor intensive for the reporter. You have to find some files in a hidden directory (which on my machine are not in the location described in those instructions), zip up some other files. If you want to improve the quality of bug reports you receive, I'd suggest including the functionality within the game itself. It should be pretty easy to add a "bug report" option that grabs user-specified save(s) (defaulting to the most recent one or two), zips up the diagnostic and other files, finds the build number, queries the system information, generates the preferred forum post string, etc. You could even have it link directly to a populated forum post. I've gone through all these steps for an issue that would clearly need a repro (https://www.games2gether.com/amplitude-studios/humankind/forums/215-bug-reports/threads/49885-pc-steam-v1-0-13-2723-s10-torpedo-boat-never-has-line-of-sight) and not gotten a response. Given the work involved, it's nice to confirm that something is even considered a bug requiring this information before going to great lengths to put it together.
