While playing last night, I noticed that I could no longer interact with independent peoples. It worked very well when I started my game. I'm not sure, but I believe the bug manifested after I attacked units from independent peoples that I had treaties with. I attacked said units, because I wanted to link one of my outposts to one of my cities. But according to the game, it was impossible because hostile units prevented it. They were units of the Hurrians, they were the only ones present on the territory. I had treaties with them, but at that time they were still defiance. I attacked them, to clear the way and connect my outpost. But when, several turns later, the game informs me that I can sign a new treaty with them, the options were now grayed out (see Screenshot below).

En jouant hier soir, j'ai remarqué que je ne pouvais plus interagir avec les peuples indépendants. Cela fonctionné très bien quand j'ai débuté ma partie. Je n'en suis pas sûr, mais je crois que le bug c'est manifesté après que j'ai attaqué des unités des peuples indépendants avec lesquels j'avais des traités.
J'ai attaqué lesdites unités, car je voulais lier un de mes avant-poste à une de mes villes. Mais d'après le jeu, c'était impossible car des unités hostiles l'empêchaient. C'était des unités des Hourrites, c'étaient les seules présentes sur le territoire. J'avais des traités avec eux, mais à ce moment-là, ils étaient quand même défiant vis-à-vis de moi. Je les ai attaqués, pour faire place nette et relier mon avant-poste. Mais quand, plusieurs tours plus tard, le jeu m'informe que je peux signer un nouveau traité avec eux, les options étaient désormais grisés (cf. Screenshot ci-dessous).
I had the same issue, but I think it's easily explainable. If the independent people is 'in decline' they can't be interacted with anymore. That was the case for every independent people I had the message with, so I think it's more an issue of the message not being displayed properly, but the mechanic works as intended. That's my guess anyway!
Ah ? It's maybe the reason yes. It's not very visible on the screenshot, but you can see, next to the name of the independant people, a clock with a number. For the Hurrians, it's 0.6. That's maybe the countdown before they dissapear.

Thanks for your reply, PandaSpandex. I Think Arachnodork is right. The issue is probably the fact that the message is not displayed properly. In any case, you will find attached a copy of my save, 2 turns before the Hurrians enter the "In decline" state.

Yes, this is correct. When you attack the IPs army, the Treaty tab gets locked and you can no longer interact with them. When the lifespan of the IPs falls below 3 turns, the tab of the Treaties gets locked as well.

Whoa, never again? I understand them turtling up and not trusting you anymore if you've attacked them, but maybe you can buy your way into their good graces again.
Proposal: If you've attacked an IP and they won't talk with you anymore, replace the "Introduce Yourself" initial treaty with a "Reopen Negotiations" treaty that costs 2-3x the influence... and maybe money too.
