Moreover, in order for us to fully investigate this issue we need the following:
- Any save created prior the purchase of Together we Rule. Your saves are by default located:
o PC: \Users\[username]\Documents\Humankind\Save Files
o Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in /library/ application support/humankind/Save Files
- Your User folder which is by default located:
o PC: \Users\[username]\Documents\Humankind\Users
o Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in /library/ application support/humankind/Users
- Your diagnostics logs. These are time stamped, and any time you close and relaunch the game, new ones are started. Please grab all diagnostics logs created after the purchase of Together we Rule. These are by default located:
o PC: \Users\[username]\Documents\Humankind\Temporary Files
o Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in user/library/ application support/humankind/Temporary Files

If you are on Steam did you try verifying integrity of game files through Game>Properties>Local Files? In most cases this step will solve such issues after major updates.
tengo el mismo problema , aparentemente es con EPIC nada mas , envie el reclamo a EPIC y me derivaron a SEGA. Eso fue hace 3 días y SEGA ni siquiera contesto y EPIC dejo también de contestar!! alguien podría decir si están trabajando en solucionar como habilitar la expansión para los que compramos en el lanzamiento en la tienda de EPIC...

Thanks again for your reports! The issue has been fixed on the first Hotfix patch released on November the 15th, you should now be able to access the DLC content on EGS. We are truly sorry for the inconvenience.
