Description: I chose the civic Public Security which gives 50% off garrison costs. It was correctly applied to generic garrison but not the English Stronghold, which "counts as garrison." This can be recognized because English Stronghold is still about the same cost as other districts (7 turns), whereas Garrison is half the cost (4 turns).

Expected Behavior: English Stronghold should cost roughly the same as generic Garrison.
The issue is now resolved and it's going to be in the players hand very soon.

Sorry, I just noticed that the Polish Barbican also seems to not have the discount. I'm sure if you fixed the English Stronghold, this will be fixed, too. But just wanted to note it for you!
