• Bug encountered while playing on GeForceNow.
• Game owned on Steam, played on a PC.
• All DLC active, including TwR.
• No mods.
• I can't share any file

I could not establish contact to this IP.
I sent an envoy in the territory, the issue stayed the same.

Although it did not stopped the IP troops to attack the envoy.

Edit: As Waykot did mention, it might (although it was not necessarily the case) have been possible that they were in decline. So I renamed the topic to point at the tooltip. It should give a better message.

No issue with another IP until now.
