I am having the same problem. It isn't an issue early game, but it super sucks when you have a large empire with hundreds of moving parts and simply forget to change what's researching when it finishes or accidentally leave an army standing there mid war for 10 turns. 

An update after an hour or so of trying to fix/deal with it...

So this thread is the only one I was able to find at all anywhere on the internet about this specific problem, any luck finding any more info on it?

Annnnnnd I also like 15 turns in realized how awful it is that multi turn move orders don't work any more. It also effects units with the 'explore' button toggled, when they are trespassing or at sea and it wants you to tell them what to do, more often than not my units were dead or about to die before I even noticed. Past the first like 20 turns that would pretty much make the game a nightmare. Hope there is a fix somewhere, or at least that someone else notices it. 

Final update, I fixed this issue by reinstalling the game and deleting the folder in mydocuments. Sucks to lose my saves and stuff, but hey problem solved I guess, and as far as I can tell, only you and I had this issue out of everyone on the planet.
