Those units seems to be scouts, right ? Scouts ignore mouvement penalties from forest.

I'm counting 5 mouvement points from the scout to city center. You may also have an event applying 1 extra mouvement point to the unit.

As said by Elphealer, a savefile and a screenshot of the selected unit panel would help understand what's happening.

As you said this is Harappa's eu, so he has 5 points of mobility and ignores the forest, but crossing the river is strange
