As this image shows when I interact with some independent nations I get this odd tooltip and am not able to interact with them once this tooltip pops up. Not sure if people have had this happen to them before or not. Happy to provide more information if needed. Mostly wondering what is going on. Thanks.
This has to do with the independent people going into decline. If you look in the right panel underneath the name of the city there is a turn timer (9.2 turns in this screen) that shows you how long until they decline and disappear. I think under a certain amount of turns remaining on that timer is what is causing you to not be able to interact with them. I think less than 10 or 15 turns is when this starts happening.
