Is this intentional? If I (yellow) settle anywhere towards the AI (pink) even if the territory is not touching their borders they immediately get a grievance for oppressing my people. I get that humankind AI gets a 1 radius bonus to its sphere of influence, but this is ridiculous as it spans 2-3 territories.

This was a known bug that happened before the expansion, but seems to have been fixed. Now it has reappeared with the expansion.
