When you have the highest influence in a independent state (in my case 54%) and one AI player has also a lot (lets say 38%).
When you start attacking that independent peoples city (to take them over and you lose all your influce) then the AI gets more than 60% that allows them to
take over the city state.
So the fight starts, with the "independent" people who now turn as you deploy your troops to a city belonging to the AI ( because they take over)
and you cant begin the battle because you are not at "war" with that nation. You can also not end it.
After saving and reloading you get the following error as well and the save game is corrupt (not loadable):

Deploy the trops manually
Bug: Battle does not start
Second Bug:
Make the battle automatically
You end up in a situation where you conquered a city of someone else while not being in war with them, even better, i am still in an alliance with the player....
Expected behavior:

Don't know? Is the battle then a patt, should the battle start? Is it a lost battle? Do you go to war with your ally?
Second Bug:
I dont think I should be able to conquer a city that another nation owns when i am not at war with them?
