An AI will:

1) Make a Demand

2) Uses Diplomatic Ultimatum

3) Demand is Refused

4) Demand is Withdrawn

5) Next Grievance is Turned into Demand

6) Uses Diplomatic Ultimatum is Used Again (On the Same Turn)

7) Repeat Until all Grievances are Made Demands

My understanding is that an embassy action can only be used once per turn. It seems the AI can use embassy actions multiple times per turn (no cooldown).

To reproduce:

1) Generate a grievance

2) Make Demand, AI will counter with their demand

3) AI will use diplomatic ultimatum

4) Refuse Demand

5) Repea
