steps to reproduce:

load a save file  either turn 174 and click next turn u get osmosis events, or save from turn 175 if u click to unlock tech through osmosis your number of unlocked techs will increase for evry city u get the osmosis and its the same tech that gets unlocked.

expected behavior:

if u unlock tech on one city the rest cities should have the event resolved, or at least dont increase number of unlocked techs for the era stars.
