Mwana Mkisi was playing the Incas and very much not in the Industrial era.

However, her pollution score is already included in the global emission.

I'm pretty sure it's tied to her being then a vassal of Livia Drusilla.

Expected behavior: Only count empire's pollution score if they are indeed in the Industrial era, vassal or not.
