in a recent game, I tried to get the achievement of choosing a different affinity in every era. When I looked up why it didn't work for me, I saw that the Teutons, even though Expansionist, were counted as Merchant. At least this is how they were displayed in the overview screen (the one coming up when clicking the banner symbol in the upper left corner).
I never link this icon to the affinity of the culture, but more about the gain with the Legacy Trait.

are two expansionist culture but they don't get the same icon.
Maybe the issue is link with Diplomat affinity that may not be used to calculate the achievement.
Yeah, the Legacy Trait icons don't actually represent the culture's affinity. They tend to do an okay job of what the LT actually grants (in this case, money but also science), but I've just sort of gotten used to them not being straightforward.
