Thanks for sharing.  I think there's some strange interplay going on between whether you currently have the civic yourself, and what happens if you were to adopt the other choice without needing cancelling your current choice (I forget the specific details, but yeah, it's unexpected math).

Thank you for the report! Indeed the Ideology axies shown in the Congress of Humankind are shown as if you were about to cancel the choice you've individually made previously.
