Thank you for the report! Globalism should indeed allow you to trade resources with any Diplomatic relation. We'll investigate a solution however at the moment we do not have a workaround except signing the Trade treaties (or Declare war!).
I thought it was the proper behaviour and that the main point of it would be to keep trading with empires with whom you go at war. It was not suppose to avoid the need to get trade agreements in the first place.

Maybe, but in this case, it should not allow me to buy new ressources while at war
I also have the same interpretation as Cure_off, the civic for globalization prevents commercial agreements from being interrupted or broken because of wars. While isolationism prevents new trade with non-allies
Because you can purchase new trade agreements at war with "Globalization" — not only sustain existing trade agreements, but buy new ones — I have in fact gone to war with an empire that wouldn't trade for strategics, and I then purchased strategics from them while at war. Not sure if that's the intention, but it works.
