[PC/Steam, v1.0.20.3629-S10] Independent People locked in eternal battle against AI as the Attacker

Description:

An independent people attacked the orange AI (I assume, I didn't actually see the start), and they have been locked in battle for at least two eras and dozens of turns. I tried attacking the orange player while at war with them. I could maintain the siege, and technically I could start an assault, but the assault wouldn't expand to the battle map, so I couldn't attack. The game would just tell me that I was waiting for confirmation from the orange AI. I loaded back before I initiated the siege and continued playing while ignoring the city/siege. Eventually I got tired of it, and hoped that attacking the IP city would change something, so I eliminated the IP, but still nothing changed. The siege covers two cities from two different cultures. I want to emphasize that the Independent People are the attackers. I have only seen posts complaining about this siege bug with the AI attacking the IP, but in my case it is the IP attacking the AI. It's been more than 10 turns, so I don't have saves for when the siege started. I do have a save from before I destroyed the IP city, but not before I attacked it, as well as several saves after. I don't have a save for attacking the the orange AI, and I'm not currently at war with them so I can't attack either side. When I realized the IP siege was probably bugged, and before I attacked and eliminated them, I checked to see if I could hire their army. I could not as they were in decline and at zero turns left for several turns.

Steps to Reproduce:

Uncertain, but my best guess is as follows:

Have an Independent People attack a defended and fortified AI settlement.

The IP must not belong to any AI cultures.

AI reinforcements must arrive before the defenders fall to attrition.

The IP either is in decline while attacking, or starts becomes a declining culture during the siege.

I assume the IP declines attacking because it can't win.


Expected behavior:

Either the IP attacks and wins/loses, or they retreat because they are outmatched. I don't know if there is a sally forth (attack as defender in siege) option, but if there isn't, there probably should be.
