Same issue here. Never been able to complete that. In my last playthrough I even got the idea that there might be some catch (hidden message with the 80 days thing, not just meant to sail around the world), so tried again and made sure I did the world tour with a ship in less than 80 turns, still not getting the deed. No AI has gotten it either. It is still not unlocked. That was the 2nd ship I sailed around the globe with in the same playthrough. With the first ship I have no idea how many turns I took to do it, but the second one was much less than 80 turns for sure.

Not sure I have the save files and such, but next time I start to do the deed in a playthrough, I will try and remember to save upon start and a few saves, before and after, as my ship has come full circle to the port it left off at.

Theory One
Actually one idea I also had about this is that it might not recoginze your ship as being the one and same after it has merged with another fleet along the way.

I named my ship/boat "80 Days". Then along the way it crossed one of my two main fleets engaged in combat, so for a few turns I merged it into that fleet while it was being attacked. When I split it out from that fleet to continue it's journey, the naming had been reset of the ship back to the standard name. I still knew it was the same ship, since I only had one of it in that specific fleet (a torpedo boat). Then it sailed on. I had another torpedo boat which was not merged and just to be 100% sure I even went on with that one to it's starting harbor (which was the same harbor as the other one anyway). The previously named "80 Days" ship/boat eventually reached its starting location and harbor. Still no deed unlocked. I even then went on further and still no deed unlocked. Eventually I just started using it for combat instead and stopped trying to unlock the deed.

However I am pretty sure that in some other playthroughs I have not merged the ship that I have tried it with and still not unlocked the deed. However in those playthroughs I am not 100% sure I did it in less than 80 turns (if that is even a factor in completing the deed, which I am not sure of if it is).

Theory Two
Another theory of mine is that it does not keep track between saves. So if one starts that around the world journey, then save and then continues it another day, it will have lost track of the deed. I have never tried doing that long journey in just one sitting/session myself. It has always been with saves inbetween and a few game sessions to complete the journey. I mostly play very large maps and on Endless speed, since that is my preference. I find that most fun since I get to actually use all eras various units in combat that way. It would be too long sessions to complete it in just one session. Not sure if others have played on higher speed, smaller maps, in one session without breaks and no saves/loads inbetween and if that made them get the deed?
