Thank you for your report.
From what I can see in the save file you have provided, you have not researched the "Domestication" Technology yet, hence why you cannot use the Merchant Affinity on the Horses Strategic Resource. Once the Technology is researched, the Merchant Affinity works as intended on my end.

Saving the game and reloading it fix the bug, but it's a bit uncomfortable.

In order for us to fully investigate this issue we need the following:

• Your last two auto-saves, and any other saves you think may help show the problem. Your saves are by default located:
  1. PC: \Users\[username]\Documents\Humankind\Save Files
  2. Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in /library/ application support/humankind/Save Files
• A screenshot. To get a screenshot:
  1. PC:
     • Steam: Default hotkey for a screenshot is F12
     • EGS: Use the windows print screen button, or press start and type in snipping tool/Snip and Sketch and create a new snip of the area you want to make a screenshot of.
  2. Mac: Steam default hotkey for a screenshot is F12, but if that does not work press and hold these three keys together: Shift, Command, and 3.
• Your diagnostics logs. These are time stamped, and any time you close and relaunch the game, new ones are started. Please grab all diagnostics logs related to the session you were playing where the issue occurred. These are by default located:
  1. PC: \Users\[username]\Documents\Humankind\Temporary Files
  2. Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in user/library/ application support/humankind/Temporary Files

It seems that the bug I encountered has been corrected with the last update, I now can use the Merchant affinity without reloading the game.
