Phew, was it really undefended, or were there defenders out of vision?

Early in Humankind, it seemed like a core strategy to snipe fresh IP cities, but in the last few months they spawn defenders  before they're capturable (which is good for balance and good for preventing cheese).

The defending armies walked away from the city leaving it undefended with 0 population.

It was captured without a fight.

Okay. I don't know if I have a save of that anymore but it might have happened again! I'll check.

Okay if you move the stack of 3 down towards the IP city it'll be undefended. When you attack the city it's automatically captured because it has 0 population.
