Attaching territory rework

I believe humankind still need not to punish players attaching territories to the cities by the districts production cost. The solution I can suggest:

Extractors (or even administrative centres) shall not be calculated as districts in production district cost. It seems that it will cause imbalance , but I assure you that stability will punish for exploiting too many territories. So the main point that it will pull players not only play many small cities, but build few huge one

Strong agree for extractors not counting towards district costs.  I've been asking for this since mid-2021, so please accept my upvote.

Also, maybe they shouldn't contribute to Builder Stars either.  I find those stars the easiest to get as a side effect by spamming extractors and harbours in my outposts.

Sounds right that extractors shouldn't count towards the district cost formula or builder stars. If there are concerns on how this would affect the costs and stars, those formulas could be adjusted. They just intuitively feel like quite different things.

The problem for me is that I am never really sure what attaching exactly does. Most of the time it makes production go slower but sometimes it speeds it up. This lack of info feels annoying.
