Oil mining platforms in territories with only ocean tiles

Construction teams should have a unique action to create an oil mining platform in a territory which has only water tiles and does so not claimable with outpost. I got a few approach idea for this effect.

a) The newly created platform can act as a water based outpost, but with some limitations

  1. Only one per territory like the outposts
  2. This has to have some cap like cities to prevent players to obtain too many resources
  3. This type outposts can not be connected to any city

b) The oil resource node sawn like in any other territory and they are claimable by the construction team. But has to be guarded by ships to prevent other players to ransack it and claim it as their own. In this case the territory will stay unclaimed and only the resource tiles will be extracted and claimed.


Note: Both option should provide the claiming empire +1 extra oil.

Creating an Oil deposit through these platforms might be a bit too much and overshadows the harder-to-create Nigerian EQ. That said, you could instead have Sea Forts fill in the same role of claiming ocean regions minus the oil (and potentially have a new culture with a Sea Fort replacement that provides oil).

That's a clever though! I would prefer your suggestion over the oil one any time. So then the potential sea fort could be a really good representation of a military and science based platform probably and adding those kinds of yields as well.
So what do you think about this option?

  • It would be added to the early modern era and forward, where the more versatile ships are introduced
  • With fortification or probably some combat strength boost, and some base science yields
  • And not restrict it to the settlers unit family to build it

I'm not too familiar with the history of sea forts so I don't know when they'd be available technology-wise but in terms of how the game currently works it seems a reasonable place (if not Industrial). With the current maritime options I could see it being the case where they mostly behave like outposts (with the bonuses you suggest) that cannot be attached.
