[Wild Idea] "Custom Culture" Builder

Definitely a wild one, but here goes...

Endless Legend and the Endless Space games support "Custom Faction" builders built into the game, and "Allow Custom Factions" toggleable at the start of the game.

In that vein, I'd love to see a "Custom Culture" Builder where we can create our own custom cultures:

• Custom name, Affinity, unit models (from existing), building models (from existing), avatar clothing (from existing), etc.
• Custom Legacy Trait from "fill in the blanks"-style logic from existing LTs/civics/benefits
• Custom Emblematic Quarter also from "fill in the blanks" style logic from existing districts (e.g., a new (imbalanced) emblematic quarter could grant any/all of the following
  • [+3] [Food]
  • [+10] [Faith] [per attached territory]
  • [+5] [Money] [per farmer]
  • [+2] [Science] on [Tiles with Food]
  • Counts as [Research Quarter]
  • etc.
  • Custom Emblematic Unit with model/icon borrowed from any existing unit and with customizable properties, etc.

Additionally, since the roster of custom cultures could quickly get out of control, let us have the ability to activate/inactivate custom cultures from our custom library, either in general or on a per-game basis.

As a stretch goal, some sort of "points system" could be used, as in EL/ES to determine if a custom culture is "too strong", though I'd take that with a grain of salt.  The purpose of this would be to add some variety and fun in single player games, and allow "approved custom cultures" to friendly multiplayer games.
