[Culture LT] Alternate Nazca Bonus: Double Natural Wonder Effects

The Nazca Legacy Trait of "+1 EQ in territory with natural wonder" is interesting but not altogether strong.  What if instead of a bonus EQ, the Nazca got "Double the effects of Natural Wonders"?  They would be a more dynamic choice that are suddenly more compelling (or less compelling) based on the wonders you've discovered in the Ancient Era (or which you know are available by looking at the Deeds screen).

• +20 Stability on Natural Wonders would mean connecting a territory would be stability-neutral, which feels nice.
• Scaling wonders like Atacama, Great Blue Hole, Kawah Ijen, Salar de Uyuni, Viniunca, etc. would become more powerful and interesting, but still be on par with a good infrastructure.
