i believe that utilities should be one per city, not one per district

As the city grows, or as the age passes, the number of areas that must be built continues to increase.

I think it's better to unlock public areas by age and limit them to one per city instead of one per region.

(ex Ports, train stations, airports and religious facilities, concert halls, stadiums, etc)
