Basically, it's having a middle ground between
"the mandatories are on", and you get access to useful litlle button that allow you to quickly check what is needed to do. but you have to take care of everything otherwise you can't end the turn. So having a way to force the end of turn would be nice ( instead of going into the settings, put the mandatories off, end the turn and turn them back on...) ( iirc in Civ 6 you can do that by ctrl+click the end turn button)

The other way would be to allow the icon that allow to switch between army that need to be check / cities to be displayed when the mandatories are turn off.
